The policy should be applying as long as the desktop background file exists on the local computer (as c:\concut\wallpaper\img.jpg) since you setup the policy in user settings, computer settings don't need to be defined. It Was The First (And Last) Time I Had Seen This Prompt And It Seems Whatever Response I Selected Stopped Gpo From Being Able To Update My Desktop Wallpaper.
